Decks & Outdoor Living in Cleveland’s Eastern Suburbs
Frost footings, a flashed ledger, and the setback the village enforces.

A deck is a structure. It needs frost footings or a listed foundation, a ledger that is flashed, and a railing that meets the Residential Code of Ohio as enforced by that city. Composite versus wood is a finish choice. The ledger is the line that keeps water out of the band joist.
Moreland Hills does not allow accessory structures in the front yard; only low decorative walls and open fencing belong there. Bentleyville inspections run through SAFEbuilt with 24-hour notice and a permit number. Chagrin Falls may skip a permit on an at-grade patio with no grade change and three feet from the lot line — an attached deck is not that patio. The estimate names the rule that applies to the actual object.
Roman writes footings, ledger, framing, decking, railing, and stairs as lines. A trade partner may set footings; the estimate still carries the inspection. A deck built without a permit is a deck that surfaces at point-of-sale in Woodmere and at listing everywhere else.
Height above grade is the code question. A platform close to the ground is still a structure if it is attached. A railing is not a style. It is a height and an opening that the inspector measures. Composite decking does not skip flashing. Cedar does not skip footings. Material is a finish line. The ledger is the house line.
Winter in Cuyahoga County is a footing constraint. We do not pour on frozen holes because the household wanted a date. The start window on the estimate is a window. Weather sits inside it.
Stairs, gates, and skirting are listed or they are not. Lighting and outdoor kitchens are listed or they are not. A screen room is an addition-class structure in most of these villages, not a deck accessory. Setbacks are measured to the object that will exist.

Permit and inspection
Attached or above-grade decks need a permit in every city we serve. At-grade patios in Chagrin Falls with no grade change and three feet from the lot line may not. That is confirmed before lumber is ordered. Planning or ABR review applies when the village treats the deck as an exterior change on historic fabric or in a front yard.
Inspections typically include footings (holes open) and a final. Bentleyville: SAFEbuilt, 24-hour notice, permit number required — not the Village Hall number. Moreland Hills: no inspections on the third Wednesday of each month; office closed 12:30–1:30 p.m. Those constraints are on the schedule.
What moves the number
No ranges on this page. A range without a house is a promise nobody signed. These are the lines that actually change the sheet.
- Height, area, and whether a second level or roof is included
- Ledger condition and whether the band joist is sound
- Footing count and access for equipment
- Decking and railing material as specified versus allowance
- Setback or front-yard constraints that force a smaller footprint
- Board review on historic elevations
- Stairs, gates, and skirting
Order of work
- Setback and permitConfirm the object is a deck, not a patio. Permit. Board if required.
- FootingsHoles open for inspection, then pour. Ledger only after flashing is detailed.
- Frame and closeFraming, decking, railing, stairs, final inspection.

Do decks need a permit?
Yes in every city we serve when the deck is attached or above grade. At-grade patios in Chagrin Falls with no grade change and 3 feet from the lot line may not. Bentleyville inspections run through SAFEbuilt with 24-hour notice and a permit number. Moreland Hills does not inspect on the third Wednesday of each month. We confirm before we order lumber.
What is on the estimate?
Footings, framing, decking, railing, stairs, fasteners, permit fee. No miscellaneous carpentry lump.
Why is the ledger a separate line?
A failed ledger is how decks pull the house band joist with them. Flashing and fasteners are the work. They are not a finish upgrade.
Are you insured for deck work?
$1,000,000 general liability. Falls and ledger failures are why that number exists.
Can a deck go in a Moreland Hills front yard?
No as an accessory structure. The village limits the front yard to low decorative walls and open fencing.
