Siding & Windows in Cleveland’s Eastern Suburbs

Openings and cladding, with flashing and wrap as their own lines.

Ledger and joists for a new deck against a white clapboard house.

Siding and windows are the envelope. Water, air, and the board all look at the same two objects. In Chagrin Falls, matching window replacements skip Architectural Board of Review; a change in material, style, size, or design does not. Shaker Heights publishes Window Standards for landmark fabric. Solon has a simplified siding/windows permit. Cleveland Heights ABR reviews most exterior changes. The estimate says which path you are on before a dumpster shows up.

Flashing and wrap are lines. They are how water stays out. They are not a change order after the first rain. Roman writes openings and skin as a package when they are the same elevation; replacing windows and leaving failed wrap behind them is how the next owner opens the wall.

Trade partners install windows and siding. The contractor is registered in the city of the house. Electrical, HVAC, and plumbing trades need their own Ohio licenses when those trades are on a job; a residential general contractor registration is municipal and is not an OCILB license.

Pre-1978 houses trigger lead-safe work when we disturb painted surfaces. That is a federal rule, not a village preference. It is a line when it applies. It is not a surprise fee after the first window comes out.

A rainscreen gap is how cladding dries. Vinyl over failed wrap is a short job and a long leak. We write wrap and flashing even when the household only asked for new siding. If they refuse those lines, we refuse the job. Covering a wet wall is the same mistake as covering a wet basement.

Permit and inspection

Solon publishes simplified applications for reroof and for siding/windows/doors. Other cities use a full building permit for envelope work. Matching window replacements in Chagrin Falls need a minor permit and a registered contractor; a change in the opening needs ABR. Shaker Heights landmarks follow Window Standards and often Landmark Commission before a permit. Cleveland Heights ABR sits two Thursdays a month on Zoom for most exterior changes.

Inspections are usually a final on siding and a rough/final on new openings if the city wants to see flashing. We write the city’s list.

What moves the number

No ranges on this page. A range without a house is a promise nobody signed. These are the lines that actually change the sheet.

  • Square footage of cladding and number of openings
  • Whether openings stay the same size or are enlarged
  • Sheathing condition when the skin comes off
  • Material (fiber cement, wood, vinyl, metal) as specified
  • Board or landmark documentation
  • Access: stories, trees, and lead-safe work on pre-1978 houses
  • Interior patching if listed

Order of work

  1. PathMatching versus changing. ABR or Landmark if the village requires it. Permit form named.
  2. OpenSkin off, sheathing seen, wrap and flashing, windows set. Change orders if the wall is rotten.
  3. CloseCladding, trim, final. Punch of the elevation.

On this line

Do I need ABR to replace windows?

In Chagrin Falls, matching size, material, and style does not need ABR; a change does. Shaker Heights landmarks follow Window Standards and often Landmark Commission before a permit. Cleveland Heights ABR reviews most exterior changes, two Thursdays a month on Zoom. Solon has a simplified siding/windows permit. We name the path on the estimate before a dumpster shows up.

Will the bid include flashing and wrap?

Yes. Those lines are how water stays out. They are not a change order after the first rain.

What if the sheathing is rotten?

We stop and write a change order. Covering rot with new siding is not in the scope.

Insurance on exterior work?

$1,000,000 general liability. Ladder and envelope work is why we carry it.

Does Solon really have a shorter form?

Yes — simplified applications for siding/windows/doors. Registration still requires $1,000,000 / $2,000,000 liability naming the City and a $25,000 surety bond.
