CuyahogaVan Sweringen planned suburb: Tudors, colonials, apartments at the Rapid. Exterior work is a documentation problem as much as a carpentry problem.
Permit

Shaker Heights looks at the paper first. The carpentry is real; the city looks at documentation before it looks at a dumpster. We write the pre-application, the standards, and the commission into the estimate.
Interior-only work still registers. Exterior work without Landmark or ABR, where required, is work we will not start. Seventy-five percent National Register is a statistic the city publishes. Local Landmark is the list that can stop a dumpster.
Window Standards are a document. A vinyl sash that would pass in Solon can fail here on a landmark elevation. Shaker Village Colors are a document. We do not pick a gray from a box store and argue. Pre-application with Planning is required for Landmark work — skipping it to save a week is how you lose a month.
CitizenServe is the same family of portal as Pepper Pike, with a different clerk and a different insurance minimum on the contractor license. Orange Village #4235 is not a Shaker license. Van Sweringen notes are influence, not a permit. The Rapid is geography.
Housing stock
Tudors and colonials, plaster on lath, original wood windows, brick chimneys, slate or asphalt over older roofs. Interiors hide knob-and-tube and unpermitted baths. A kitchen in a Van Sweringen house is often a wet wall and a chimney. A window on a landmark elevation is a standards document, not a product choice.
Apartments at the Rapid are not this practice’s typical job. Single-family and two-family fabric is. Lee Road is a corridor. Shaker Square is a local district — exterior work there is Landmark before permit.
Three facts that are only true here
- Seventy-five percent of the city is in the Shaker Village listing on the National Register of Historic Places. Local Landmark Commission review is required for exterior changes on individual landmarks and in the Winslow Road and Shaker Square local districts — before a building permit.
- Applications run through CitizenServe. A pre-application meeting with Planning (216-491-3216) is required for Landmark work. The city publishes Window Standards, Shaker Village Colors, and Van Sweringen influence notes.
- Annual contractor license through CitizenServe; insurance must list the City with bodily injury at least $500,000/$1,000,000 or $2,000,000 aggregate and property damage $50,000 per occurrence.

What is not true next door
Cleveland Heights is ABR on Zoom twice a month and a homeowner-permit path for occupied 1–3 families. Shaker is Landmark plus ABR plus Window Standards. Beachwood is Clariti and a noise clock, with much less plaster. Do not bring a Beachwood window order to a Shaker landmark elevation.
