Cuyahoga County
General contractor in Cleveland Heights, Ohio
ABR two Thursdays a month on Zoom. Homeowners may pull their own permit — hired trades still register.

County
CuyahogaDense early-twentieth-century housing, many two-families, tight lots, ABR as a real calendar item on almost every exterior job.

Cleveland Heights is plaster, two-families, and a Thursday board. The estimate on a kitchen often includes what we will find in the wall. The estimate on siding always includes ABR.
Severance is a commercial landmark, not a permit shortcut. Coventry is a street. The department is the portal. If you want to pull your own homeowner permit, that is your right on an occupied 1–3 family for the work the city allows — it is not a way to skip registering the people you hire.
Plaster on wood lath is the default when we open a Heights wall. Budget for it as a condition, not as a disaster. Two-families mean a neighbor on the other side of a party wall. ABR on Zoom is still ABR: elevations, windows, siding, roofs, decks, solar. Retroactive review at 3× the fee is the city telling you not to start. We listen.
The $10,000 surety bond is a city form. A Pepper Pike bond does not photocopy onto it. CitizenServe is the filing. We register hired trades. We do not let an owner’s homeowner permit cover a plumber.
Housing stock
This is the plaster-on-lath city on the list. Two-families, tight lots, original wood windows, brick chimneys, unfinished or damp basements, knob-and-tube in walls we open for kitchens. Cedar Fairmount and Coventry are commercial nodes; the houses behind them are the job.
A siding job here is an ABR job. A matching interior floor is not. The density means neighbors hear compressors — we still follow the city’s process, not Beachwood’s noise clock, unless the ordinance says otherwise.
Three facts that are only true here
- Architectural Board of Review meets the 2nd and 4th Thursday, 4:00–6:00 p.m., online. Most exterior changes (additions, windows, siding, roofs, decks, solar) go to ABR before a building permit.
- Contractor registration requires a $10,000 surety bond on the city form and liability insurance (typically $100,000/$300,000 bodily injury and $50,000 property damage) with the city as additional insured.
- An owner of an occupied 1–3 family may pull a homeowner permit, but may not connect to public utilities, and hired subcontractors cannot hide under that permit. CitizenServe is the portal.

Contractor registration: $10,000 surety bond on the city form, liability insurance with the city as additional insured at the published minima. An owner of an occupied 1–3 family may pull a homeowner permit for some work, may not connect to public utilities, and may not cover hired trades under that permit. We register. We do not hide.

What is not true next door
Shaker Heights is Landmark-plus-Window-Standards. Cleveland Heights is ABR-on-Zoom and a homeowner-permit sentence that does not cover a hired contractor. East Cleveland is not on this list. We do not write a Heights permit for a house that is not in the Heights.
