Decks and outdoor living in Chagrin Falls
Village houses here are plaster on wood lath with lots drawn before the car, and a deck ledger has to be bolted into whatever that wall turned out to be. Fifty years or older, and the Village reads the structure as historic.

The Village core is nineteenth and early twentieth century fabric: plaster on wood lath, brick chimneys, stone or early block basements, and lots drawn before anyone owned a car. All of that lands on a deck in one place, the ledger. What holds it may be a framed band joist, or it may be brick, and the fastener schedule is a different job in each case. The wall gets opened to find out.
Before any of that, the address has to be in the Village. A Chagrin Falls mailing address is shared by roughly ten municipalities, and the Cuyahoga County auditor tax district has to read Chagrin Falls Village or the permit belongs to a different clerk. The Village also lets an at-grade patio with no grade change, three feet off the lot line, go without a permit. An attached deck above grade is not that patio.
The photographs on this page are from our own jobs on Cleveland’s east side. Each caption says what is in the frame and when. None is presented as work in Chagrin Falls.
The permit path in Chagrin Falls
- Read the tax district firstThe Cuyahoga County auditor tax district has to read Chagrin Falls Village. A mailing address proves nothing. NIR Solutions holds Orange Village contractor registration #4235 and registers in the city of the house before pulling a permit there, so the district check comes before that filing rather than after it.
- Ask whether the deck is an exterior changeAny structure fifty years or older is treated as historic here. A deck attached to that wall is an exterior change, so the Architectural Board of Review question gets asked in writing before lumber is ordered.
- File, pay, wait out the reviewProcessing runs up to ten business days, and the Village takes cash or check only. The permit fee is its own line on the estimate. Nothing gets ordered against a start date that beats the published window.
- Footings open, then framingFooting holes are looked at before concrete goes in. Contractor hours are 7:00 a.m. to 7:00 p.m., Monday through Saturday, and Sunday is not on that list. The ledger is flashed before framing runs.
Sunday is not a contractor day in the Village, so the schedule is built on six days rather than seven.
What Chagrin Falls houses do to a deck estimate
Lath and plaster inside says nothing about what is behind the siding. The ledger wall can be framed or it can be masonry, and brick changes the fastener, the flashing detail, and the hours. Basements are stone or early block and often have no modern drain, so water coming off a new deck has to go somewhere that is not the foundation.
Lots are tight, side yards sit on the party line, and a kitchen can land right against it. That decides the footprint before anyone picks decking. The three-foot line belongs to the patio exception; a deck sits under setbacks the Village measures to the object that will exist. Trees and a drive on the line decide whether a footing hole is machine dug or hand dug, and that is a sheet line.

Questions from Chagrin Falls
Our tax bill does not say Chagrin Falls Village. Does this page apply?
No. About ten municipalities share the mailing address, and the auditor's tax district decides who issues the permit. If it reads Bainbridge or South Russell, the deck is filed with that jurisdiction under its rules. The wrong district is the wrong clerk and a wasted week, so it gets checked before drawings.
We were told a patio here can skip the permit. Does that cover a deck?
Not an attached one. The exception covers an at-grade patio with no grade change, three feet off the lot line. A deck above grade is a structure with footings, a ledger, and a railing, and it is permitted as one. If the patio is what the household actually wants, we say so before lumber is ordered.
Is our house old enough to put the deck in front of the board?
Any structure fifty years or older is treated as historic here, and a deck attached to that elevation is an exterior change. Whether it lands at the Architectural Board of Review is the Village's call, and the question gets asked in writing rather than guessed. That answer moves the schedule more than the decking material does.
Can work happen on Sunday, and how does Chagrin Falls take the fee?
Contractor hours are 7:00 a.m. to 7:00 p.m., Monday through Saturday. Sunday is not on that list, so the schedule assumes six working days. The permit fee is cash or check only, and review runs up to ten business days. Both sit inside the start window rather than arriving as a surprise.
