Decks and outdoor living in Beachwood
A deck is an exterior change, so it lands where Beachwood sends additions: zoning, and often the Architectural Board of Review. An interior kitchen does not wait for a board date. A deck can, and the drawings have to be ready first.

Beachwood runs interior remodels by the hundred and treats them as routine. A deck is not that. It changes the outside of the house, so zoning looks at it and the Architectural Board of Review often does too. Before anything is drawn for a board, the object has to be settled: an attached deck above grade is a structure with footings, a ledger, and a railing the Residential Code of Ohio sets.
The other calendar is a daily one. Construction noise is banned here from 7:00 p.m. to 7:00 a.m. on weekdays and from 7:00 p.m. to 9:00 a.m. on Saturdays, Sundays, and holidays. Deck framing is loud work, and a nail gun running at dusk in June reads as a complaint rather than extra effort. Work hours go on the estimate in those numbers, so a long evening never turns into time the schedule can spend.
The photographs on this page are from our own jobs on Cleveland’s east side. Each caption says what is in the frame and when. None is presented as work in Beachwood.
The permit path in Beachwood
- File through ClaritiContractor registration and permits both go through the Clariti portal at app.oncamino.com/beachwood_oh. NIR Solutions holds Orange Village contractor registration #4235, current through December 31, 2026, and registers in the city of the house before pulling a permit there. Beachwood registration is $100 and runs one year from issuance, not to December 31.
- Setbacks, then the boardSetbacks get measured to the object that will exist, not to the lawn it replaces. Zoning reviews the footprint. If the city reads the deck as an exterior change for the Architectural Board of Review, the drawings go there before lumber is ordered.
- Footings with the holes openInspections are booked at 216-292-1914 with 24 hours of notice, and the responsible party has to be on site. Footing holes are inspected open, before concrete. Frozen ground stops a pour, and no date on a calendar changes that.
- Ledger, frame, finalThe ledger is flashed and fastened before framing runs. Decking, railing, and stairs follow the code the city enforces, and a railing is a measured height and opening rather than a finish choice. A final inspection closes the permit.
Work hours on this job come off the ordinance clock, not off how late the sun stays up.
What Beachwood houses do to a deck estimate
Most of the stock is a 1950s through 1970s colonial or ranch, with later infill filling in between. That vintage usually means a framed band joist behind the siding rather than masonry, which is the workable case for a ledger: open it, flash it, fasten it back. It is also the case where an old deck's bad flashing has been wetting one board quietly for a long time. Nobody knows until the siding comes off.
The later infill sits on tighter lots and closer to association paperwork than the older streets. A tight lot puts the setback question at the front of the job, because the footprint that fits is the footprint a board sees. Fairmount Boulevard carries older fabric than the rest of the city. A deck on a 1972 colonial does not inherit a historic process from a pretty street name.

Questions from Beachwood
How much does a board date add to a Beachwood start window?
It depends which review the deck draws. Interior remodels here usually do not wait on a board. A deck changes the outside of the house, so zoning looks at it and the Architectural Board of Review often does. We ask the city which path applies before drawings are finished, then write the start window around that answer.
Can deck framing run into a summer evening?
No. Construction noise is banned from 7:00 p.m. to 7:00 a.m. on weekdays and from 7:00 p.m. to 9:00 a.m. on Saturdays, Sundays, and holidays. Holidays follow the weekend clock. Cutting and fastening sit inside that ban, so an eight o'clock finish in July is a complaint, not progress.
Who has to be at the house when the footing inspection happens?
The responsible party for the job. Beachwood asks for that person on site, and the inspection is booked at 216-292-1914 with 24 hours of notice. Holes are looked at open, so there is a gap between digging and pouring that weather can widen. The start window on the sheet accounts for it.
What if the band joist behind the ledger on our Beachwood house is soft?
Work stops at the ledger area and Roman writes a change order first. Rot in the house band joist past the ledger area sits outside the deck scope until that is signed. A ledger bolted into a soft board is how a deck takes part of the house down with it.
