A different clerkThe rule in the next village is not the rule here. Read both pages.
Woodmere checks unfinished work at closing. The estimate on a basement or an enclosed porch includes whether the work will survive point-of-sale. If it will not, we write the permit path first.
Interior kitchens and baths on compact lots are the common job. Additions fight setbacks. Retail on Chagrin is not the job. The job is the house behind it, and the department at 28799 Chagrin Blvd.
Point-of-sale is why we care about a basement that “has always been finished.” Woodmere will look. Escrow will hold money. Pulling the permit now is cheaper than explaining an unpermitted bath to a buyer’s inspector.
P&Z on the second Tuesday means a two-week queue. A generator pad or a fence that looks like a Saturday project can still land on that agenda. We check before we treat it as over-the-counter.
ZIP 44122 is shared. The clerk is not. A house behind Eton still files at 28799 Chagrin Blvd, extension 1303. Architectural Review Board sits on design; contractor registration is annual and separate from Orange Village #4235. Demolition has its own form in the Document Center. We do not reuse a Beachwood Clariti login here.
Housing stock
Lots are smaller. Side yards are tight. A deck, a generator, or a bump-out hits setbacks that Orange Village lots never feel. Housing is a mix of modest post-war and later infill. Unpermitted basement baths and enclosed porches show up at point-of-sale — that inspection is the village’s memory, not ours.
Chagrin Boulevard is a commercial edge. Residential work behind it still goes to the Woodmere Building Department, not to Beachwood or Orange, even when the shopping feels like one place.
Three facts that are only true here
- Planning & Zoning Commission meets the second Tuesday of each month at 7:30 p.m. Agenda items are due to the Building Department two weeks prior.
- Point-of-sale inspection and escrow paperwork are required on property transfer — unfinished or unpermitted work surfaces there.
- Building Department: 28799 Chagrin Blvd., 216-831-1234 x1303. Architectural Review Board sits on design; contractor registration is annual.

Permit path in Woodmere
Each trade has its own form: building, electrical, HVAC, plumbing, demolition. Planning & Zoning meets the second Tuesday at 7:30 p.m.; agenda items are due two weeks prior. Architectural Review Board sits on design. Contractor registration is annual.
Point-of-sale inspection and escrow are required on transfer. If a basement was finished without a permit, it surfaces there. We would rather pull the permit now than write an escrow later.
Permit note. Residential building, electrical, HVAC, plumbing, and demolition each have their own form in the Document Center.
What is not true next door
Beachwood is the next portal over (Clariti) with a noise ordinance. Woodmere is smaller, paper-heavier, and remembers unpermitted work at sale. Orange Village registration #4235 does not cover Woodmere. We register here before the first inspection here.
