Permit
The deskPlanning Commission typically 6 p.m. first Monday (no January meeting). Submittals due 21 days prior. That approval is not a building permit.
Next door
A different clerkThe rule in the next village is not the rule here. Read both pages.
Moreland Hills puts how you pay and which Wednesday you cannot inspect on the estimate. Those are how a start window gets written.
Work here is additions, kitchens, and outdoor structures that have to sit behind the house. Septic and drainage are on the estimate when the addition approaches the field. The Village Architect and Planning Commission are in front of the building permit on volume. Interior-only work is quieter, but still registered.
Cash and check are how the clerk closes the drawer. We bring the check. Credit-card receipts from another village do not travel. The lunch hour is a closed door; we do not schedule a drop-off at 12:40 and call it a delay on their side.
In-ground pools only is a published rule. We do not write an above-ground pool as a temporary structure to get around it. Decks stay out of the front yard. If the household wants a porch that reads as an addition, that is an addition path — Planning Commission, then permit — not a deck path.
Housing stock
Lots are wooded and often septic. An addition here is a site problem as much as a framing problem: leach fields, trees, and a front yard that cannot take a garage or a deck as an accessory structure. Houses are a mix of mid-century and later custom. Plaster is less common than in Cleveland Heights; moisture at the foundation is more common because the river corridor holds water.
Orange Schools is the district for much of the village. That is not a building-department fact. SOM Center is the road, not the setback.
Three facts that are only true here
- The Village does not take credit cards. Permit fees are check or cash (exact change), payable to “Village of Moreland Hills.”
- Codified Ordinances §1151.13: only low decorative walls and open fencing in the front yard. Accessory structures stay behind the house.
- No inspections on the third Wednesday of each month. Office closes 12:30–1:30 p.m. daily. Above-ground pools are not permitted; in-ground only.

Permit path in Moreland Hills
Pay by check or cash, exact change, payable to “Village of Moreland Hills.” There is no card terminal. Planning Commission typically meets 6 p.m. the first Monday, with no January meeting, and wants submittals 21 days prior. That approval is not a building permit.
Inspections are not available on the third Wednesday of each month. The office closes 12:30–1:30 p.m. daily. We do not write an inspection for a Wednesday that does not exist. Front-yard structures are not a negotiation: §1151.13 keeps accessory buildings behind the house. Above-ground pools are not permitted.
Permit note. Planning Commission typically 6 p.m. first Monday (no January meeting). Submittals due 21 days prior. That approval is not a building permit.
What is not true next door
Bentleyville next along the river uses SAFEbuilt for inspections. Moreland Hills keeps its own desk, its own cash rule, and its own front-yard code. A deck that is legal in Bentleyville can be illegal in a Moreland Hills front yard. We write the ordinance, not the neighbor’s habit.
